Not necessarily. It’s clunky, and the developers really need to take ARIA 101 for some components, but it can be done. It’s also possible to handle ZD through email commands.
The Zendesk web UI has a lot of accessibility problems. If you have iOS I’d recommend going that route as their app works well with VoiceOver.

I guess it also depends on how much you can control it through e-mail.
A fair chunk, if not everything. I was certainly able to do everything I needed through email at my last job when we inherited Zendesk after a merger.
